Concept of development of state-private partnership to be developed in Kazakhstan
Astana. May 29. Kazakhstan Today - The concept of development of state-private partnership is planned to be developed in Kazakhstan. The Minister of Economics and Budgetary Planning Bakhyt Sultanov informed today during the round table concerning state-private partnership development, the agency reports.
"We suggest developing the concept for maintenance of consecutive and effective development of state-private partnership with distinct division of stages of its realization," B. Sultanov said. The concept is planned to be realized in three stages.
During the first stage the basic directions in the field of state-private partnership will be developed and the portfolio of pilot projects in this sphere has been defined. At the second stage of realization of the concept, the measures on improvement of the legislation will be taken, the special body has been created, and methodical instructions have been developed for participants of the projects created on the basis of state-private partnership. At the final stage, it is planned to create the developed control systems of risks and financings of the projects.

"In conditions of complication of state support schemes of concessions and for protection of the state interests in connection with increase of types and prospective volumes of state support it is offered to institutionally strengthen procedure of economic examination," B. Sultanov emphasized. For these purposes, specialized organization concerning concession is planned to be created.
According to the Minister of Economics and Budgetary Planning, the main functions of the center will be carrying out of examinations of concessional proposals and economic estimation of feasibility reports of objects possible to transfer to concession. Thus, creation of the specialized organization will increase quality and responsibility for carried out examinations due to attraction of highly skilled experts and will optimize expenses of the government for carrying out of examinations of concessional projects," he concluded.
