ASTANA. April 1. KAZINFORM /Muratbek Makulbekov/ Draft Law “On amendments to the 2009-2011 National Budget Law of the Republic of Kazakhstan” is being considered at the plenary session of Majilis; Kazinform reports. While delivering a report, Kazakh Prime Minister Karim Massimov outlined the economic situation in the country, and noted a slowdown in the GDP growth which is prognosed to make 1% in 2009.
The Prime Minister informed that in the connection with reduction of the national budget surplus by more than KZT 337 bln, the Government would continie optimizing all public expenditures.
“Yesterday the Government and National Bank accounted to President for the recovery measures undertaken within the anti-recessionary program and there was one issue that was finalized”, K.Massimov said. As of today the Government imposed a moratorium on employment of administrative public officers till the end of 2009. The staff size in the central and local public agencies will be reduced by cutting 9,000 open vacancies.
This measure will also applied to the state holdings. The personnel of SamrukKazyna parent company will be cut twofold, in affiliates and associated companies – by 15 percent. Salaries will be cut by 30 percent.
“The whole world is undergoing such process”, K.Massimov emphasized. According to him, such measures should be also taken in regard to the banks, which use government support.
