Astana. April 3. KAZINFORM /Balym Issenova/ On Wednesday President N. Nazarbayev held a conference with participation of Prime Minister K. Massimov, heads of economic and financial departments of the Government, National Bank, the Agency for Regulation and Supervision of the Financial Market and Financial Organizations and Samruk-Kazyna National Welfare Fund. N. Nazarbayev heard the reports on execution of the Government’s 2009-2011 anti-crisis program in financial sector, construction, small and medium businesses, agro-industrial complex and industrial innovation development. The President noted progress in the main directions of the program, and urged to activate the anti-crisis efforts of the Government. The President also called for allocation of funds to agro-manufacturers lending, increase of domestic share in the activity of public bodies and subsurface users, support of shared construction participants, specification of the essential directions of the industrial innovation policy, and formation of an effective system to support small and medium businesses. This week President N. Nazarbayev has received CEO of Lancaster Group Nurlan Kapparov who reported to the President on the breakthrough projects implemented by the Company including construction of a poly-silicon plant in Aktobe region, development of Syrymbet deposit, the largest tin deposit, in Akmola oblast.The total cost of the projects is KZT 1 bln. These are the private means and the funds invested by the Kazakhstan Development Bank. In the course of the meeting the President charged the Development Bank of Kazakhstan to accelerate financing the project on the poly-silicon plant building. On Thursday Head of the State received President of JSC "Kazakhstan Electricity Grid Operating Company" (KEGOC) K. Bozumbayev. K. Bozumbayev reported on the results of work for 2008 and the first quarter of 2009. N. Nazarbayev and K. Bozumbayev discussed the issues of development of electric power industry of Kazakhstan under the influence of the world financial crisis as well as the investment projects the company plans to implement in current and future years. The President met with Minister of Education and Science Zh. Tuimebayev. The Minister reported on the progress of implementation of the government programs of education development for 2005-2010, promotion of vocational education for 2008-2012 and development of science for 2007-2012. This week N. Nazarbayev has made personnel changes in the Government. The following governmental officials were relieved of their duties: Minister of Justice Z.Baliyeva and Minister of Internal Affairs B. Mukhamedzhanov, Prosecutor General of the Republic of Kazakhstan R. Tusupbekov and Chairman of the Supreme Court of Kazakhstan K. Mami. New appointments to the Government, effective April 2 -3, 2009, were made. By the Decree of the Kazakh President R.Tusupbekov was appointed Kazakh Minister of Justice; K. Mami became Prosecutor General of the Republic of Kazakhstan; S. Baimaganbetov was appointed Minister of Internal Affairs of Kazakhstan; M.Alimbekov assumed position of the Chairman of the Supreme Court. At the Senate’s plenary session Friday Head of the State N. Nazarbayev told that taking these decisions he took into consideration the comments and criticism of the deputies and representatives of other state bodies regarding work of law-enforcement bodies. “The Prosecutor General’s Office unites the whole law-enforcement system, mobilizes and directs it to solution of common issues. Kairat Mami has his own view on this, and I took this decision to let him realize his ideas. He has worked as the Chairman of the Supreme Council for nine years and as you may know he has worked well”, the President said. Speaking about Rashid Tusupbekov, N. Nazarbayev pointed out his achievements in his previous work. “I think his experience will be useful in law-making”, the Head of the State said. At the meeting with leadership of law enforcement bodies on Friday, President N. Nazarbayev said that current staff transfers in the leadership of the Armed Forces, Prosecutor General’s office, Ministry of Internal Affairs and the Ministry of Justice have the aim to improve the efficiency of the entire law enforcement system. The Government presented Thursday a draft law “On introduction of amendments and addenda to the Law of the Republic of Kazakhstan “On national budget for 2009-2011” in the Majilis. Making a report Kazakh Minister of Economy and Budget Planning Bakhyt Sultanov noted that the adjustments to the national budget shall be made in connection with the change in world prices for major Kazakhstan's exports. Revenues of the national budget for 2009 are projected in the amount of about 1 529 482 785 thousand tenge in 2009, with a reduction against the approved plan for the 371 150 210 thousand tenge. Expenditure for 2009 is 3 411 041 560 thousand tenge.The national budget deficit in 2009 would be 573 624 995 thousand tenge, or 3.4 percent of GDP. The senators noted excessive reduction in the cost of infrastructure development of human settlements, industrial plants, as well as the substantial administrative costs of state holdings. On Thursday the Accounts Committee for Control over Execution of the National Budget approved the action plan on realization of the President’s Address to the Nation.In accordance with the document, amendments to the Civil Code and Administrative Offensive Code will be prepared in order to strengthen the control and raise responsibility of the spending units. Amendments on the issues of external control over the quality of the tax administration by the corresponding tax agencies will be introduced to the Tax Code as well.Control-analytical activities on provision of proper and effective use of state resources, provided for stabilization of the economy and financial system are scheduled. Analysis and evaluation of expenditure of public support funds will be submitted to the Presidential Administration on a quarterly basis. The Accounts Committee intends to develop proposals on modernization of the activities aimed at the stabilization of the economy and financial system. In accordance with the plan the Accounts Committee will analyze the maintenance cost of state administration bodies. Upon the results of the analysis recommendations on optimization of the expenditures and austerity budget will be given. At the Government’s session Tuesday Prime Minister K. Massimov announced his intention to establish an ad hoc group for identification of the persons assisting in drug-trafficing across Kazakhstan borders and their intrusion the territory into territory of the country, law-enforcement bodies and local authorities. After hearing the reports of the heads of Kazakhstan's MIA, the National Security Committee and Customs Committee on fight against drug-business, K. Massimov assured that their initiatives on enhancing this struggle would be supported. He charged Serik Akhmetov, Vice Premier, to head the working group and develop a program proposed by the MIA.The Prime Minister also agreed with the MIA’s proposal on obligatory drug-testing of the school students and public servants. The Ministry of Healthcare has worked out a set of measures on creation of infrastructure for developing innovation pharmaceuticals using the latest scientific achievements. Through the new infrastructure the Ministry plans to exploit the capacity of all existing facilities and create 2 thousand jobs. Furthermore, implementation of these measures will enable to attract investments to the amount of KZT 40 billion and build over 30 thousand square meters of new production sites countrywide. Kazakh Foreign Minister Marat Tazhin visited People’s Republic of China on Monday to discuss the preparation of the oncoming Nursultan Nazarbayev’s state visit to China at the invitation of Chinese President Hu Jintao and his participation in the 2009 meeting of the Bo'ao Forum for Asia (BFA) in south China's Hainan Province. The foreign ministers of Kazakhstan and China noted the dynamic development of trade-economic cooperation and growth of the commodity turnover. According to the ministers, the task set by the authorities of Kazakhstan and China – to reach the amount of USD 15 billion of commodity circulation – will be realized ahead of time. Besides, the ministers considered the issues of interaction within such international organizations as the UN, SCO and CICA.The parties expressed readiness to activate cooperation between the foreign affairs ministries of Kazakhstan and China, namely to hold bilateral consultations.
