Astana. April 17. KAZINFORM /Balym Issenova/ At the invitation of Chinese President Hu Jintao Nursultan Nazarbayev kicked off his five-day state visit to China Wednesday evening. The Kazakh delegation includes members of the Government; Deputies of the Parliament, Ministers and representatives of the Kazakh business community.
Nursultan Nazarbayev held talks with Chinese President Hu Jintao, Chairman of the Standing Committee of the Chinese National People's Congress U Bango and took part in the business lunch with representatives of Chinese businesses.
The main event of the official visit of President N. Nazarbayev to China was the talks with Chinese President Hu Jintao .The two countries' Presidents had private and enlarged meetings where the status and prospects of mutual strategic partnership, and a wide spectrum of regional and international issues were discussed. The Kazakh and Chinese Presidents confirmed mutual intention to continue building up senior level political dialog, expand cooperation in trade, economy, science, technology, and culture.
China's role is of global significance. Its huge market, abundant foreign exchange reserve and effective crisis response measures are an enormous support for the world economic revival, said the Kazakh President.
The Presidents also touched upon the issues of deliberate and mutually beneficial use and protection of the resources of Border Rivers. The Chinese President confirmed readiness of the Chinese side to force official discussion of the issue of water apportioning of the border rivers and provide the realization of the agreement, achieved at the 6th session of the Kazakh-Chinese Joint Commission on use and protection of the border rivers, on development and coordination of the draft Agreement on control over the quality of waters of the border rivers and prevention of their pollution.
N. Nazarbayev met with chairman of the Standing Committee of NPC U Bango. The Head of the State noted that this was his 15th visit to China, and all previous visits were very important for Kazakhstan and for development of bilateral relations. The President emphasized great promise and high technology level of China. Among the most significant events he pointed out the Olympic Games 2008, the first Chinese spacewalk and rapid mitigation of consequences of the earthquake in Sichuan Province. N. Nazarbayev pointed out that Kazakhstan is ready to strengthen cooperation with the Chinese side to jointly combat the global financial crisis.
U Bango noted that the Kazakh leader’s visit to the People’s Republic of China would promote deepening and development of friendship and cooperation between the two states. U Bango said that the current Sino-Kazakh relations are experiencing the best period of its development. According to him, in the new global environment the Chinese side wishes to make joint efforts with Kazakhstan to strengthen cooperation in energy, transport, mining and infrastructure construction and further deepening the bilateral strategic partnership. The interlocutors stressed that active inter - parliamentary and interparty contacts play very important role in the enhancement of multilateral interaction between Astana and Beijing.
President Nazarbayev welcomed U Bango’s intention to pay a state visit to Kazakhstan in the second half of 2009 at the invitation of Chairman of the Senate of Kazakhstan’s Parliament Kassym-Jomart Tokayev. Both sides positively evaluated bilateral cooperation within the framework of the UN, SCO, CICA, Congress of World and Traditional Religions’ Leaders, Asia Cooperation Dialog as well as interaction in struggle against terrorism, extremism and separatism, drug trafficking and other crimes. The President of Kazakhstan confirmed Astana’s support of One-China Principle.
President of Kazakhstan N. Nazarbayev and Chairman of the People’s Republic of China Hu Jintao signed Thursday a joint declaration and took part in the official ceremony of signing of intergovernmental, interdepartmental and corporate agreements and contracts agreements on cooperation in the fields of transport, education, agriculture and telecommunications.
Kazakh Vice Prime Minister Umirzak Shukeyev and Deputy Chairman of the National Development and Reform Commission of China Zhang Guobao signed a memorandum between the governments of Kazakhstan and China on integrated cooperation in the sphere of energy and crediting. Memorandums of mutual understanding were signed between the ministries of agricultures of the two states. Kazakh Ministry of Transport and Communications and Chinese Transport Ministry signed mutual understanding memorandum on creation of the auto transport corridor “Western Europe – Western China”. Besides, there was signed a protocol on introduction of amendments to the agreement between Kazakh Ministry of Education and Science and Chinese Ministry of Education on cooperation as of June 3, 2003.
Samruk-Kazyna National Welfare Fund and China Development Bank signed a framework agreement of cooperation in the financial sphere. Among other signed documents are a framework loan agreement between Kazakhstan Development Bank and Export-Import Bank of China to the amount of USD 5 billion; cooperation agreement between Kazakhtelecom JSC and Huawei Technologies Co., Ltd; framework agreement on expansion of cooperation in oil and gas sphere and support of borrowings to the amount of USD 5 billion between KazMunaiGaz JSC and CNPC; share purchase agreement between Central Asia Petroleum Ltd and Mangistau Investments BV. The State Development Bank of China will grant the Kazakhstan Development Bank a 10 year loan to the amount of USD 100 mln for financing of investment projects in industry and infrastructure. Both banks are members of the SCO Interbank Association and cooperate in financing and joint crediting of investment projects.
President of Kazakhstan N. Nazarbayev was awarded with the Order of Merit of the Chinese Olympic Committee. The Chinese representative noted that the Kazakh Head of the State made a great contribution to the development of friendship and cooperation between the states. “We were impressed by your support during the Beijing Olympiad and warm feelings to the Chinese people. You are the first leader of the foreign state, who was awarded with the Order of Merit of the National Olympic Committee of China”, Liu Peng said.He said the upcoming Winter Asian Games 2011 in Almaty will be a powerful impulse for further development of the Kazakh sport. The Kazakh President was also awarded the title of “Honorary citizen of Hainan province” .
PM K. Massimov has started the Government working week with a regular session of the State Committee for Economy Modernization. The participants studied several problems of lending to agroindustrial businesses. KazAgro National Holding CEO A. Mamytbekov informed the members of the Committee of lending to agroindustrial entities. Up to date KazAgro National Holding has received KZT 84,7 bln in –flows. Projects to the amount of KZT 54,7 bln have been approved. The Committee was suggested to redistribute limits for the warranty commitments of second-tier banks on the agroindustrial businesses' loans. The Committee considered a suggestion on including Kazinvestbank JSC into the group of banks participating in the program of current lending to agroindustrial companies.
The same day K. Massimov chaired the 4th session of the National Budgetary Commission. At the session a draft Resolution on Amendments to the Resolution of the Government of Kazakhstan was reviewed. This Resolution was elaborated in order to put into effect the Law on amendments to the national budget of 2009-2011 signed by the President on April 9, 2009. It envisages distribution of resources to the regions to ensure employment and specialists' retraining.
On Tuesday the Kazakh Government adopted a resolution on simplification of the terms of mortgage loans refinancing. According to Executive Director of SamrukKazyna National Welfare Fund K. Aitekenov, the resolution eliminates a must of having a housing ownership document. If earlier the loans of those persons who had shares in their parents’ or third persons’ accommodation were not refinanced, this resolution excludes such regulation. As Mr. Aitekenov noted, this measure will let expand the circle of the citizens receiving such support.
One more document - Resolution “On Implementation of Amendments to the National Budget for 2009-2011” was adopted at the Government’s session. Kazakh Minister of economy and Budget Planning B. Sultanov made a report. In particular, he noted that according to the Resolution KZT 83.3 bln out of KZT 140 bln of the specified national budget for 2009 are allocated for the “road map” implementation. KZT 35.9 bln out of them will be spent for repairing and heating schools, hospitals and other social facilities, KZT 27.9 bln – for repair and reconstruction of secondary roads, KZT 8.6 bln – for creation of social jobs and expansion of the youth practice program, KZT 4.4 bln – for social projects implementation in rural districts, KZT 11.5 bln – for specialists' training and retraining. The other KZT 51.7 bln will be directed to the housing and utilities modernization and development. The corresponding ministries should prepare decisions till April 20, 2009 and introduce them to the Kazakh Government in accordance with the legislation procedure.
This week “EurAsEC – Investments, Innovations and Integration” business forum has completed its work in Moscow. The agenda of the forum included discussion of the development of integration ties, strengthening business cooperation and cooperation within the Organization.
According to Tair Mansurov, the EurAsEC Secretary General, the EurAsEC has already developed a Joint Measures Plan. These measures include provision of conditions for expansion of usage of national currency during mutual payments, ensuring balance-of-payments solidity of the member countries and the opportunities of real sector financing. The participants of the economic community agreed to maintain employment level and promote development of small and medium businesses. The EurAsEC will pursue a coordinated policy on the food market. All these measures target active participation of business circles which will assume responsibility for organization of production, employment and attraction of investments, T. Mansurov said.
The Sec Gen pointed out the importance of establishment of a EurAsEC Anti-crisis Fund and a High Technologies Centre for combating the consequences of the world crisis. As earlier reported, the last meeting of the EurAsEC Presidents resulted in signing an agreement on allocation of USD 10 bln to the fund, USD 1 bln of which was to be allotted by our country. The Anti-Crisis Fund will work on ensuring financial stability of the EurAsEC member countries due to granting sovereign loans and financing inter-state investment projects. The High Technologies Centre will specialize in improvement of the conditions for implementation of joint investment programs and projects and exploitation of up-to-date technologies.
