Astana. June 5. KAZINFORM. /Alibek Osser/ This week the Unified National Test for graduates started in Kazakhstan. Minister of Education and Science Zhanseit Tuimebayev visited one of the testing centers at the Kazakh Humanitarian-Law University. He spoke to the parents of graduates, surveyed the testing classrooms, opened the envelope with the examination materials and wished the graduates success.
The Kazakhstan Ministry of Industry and Trade proposed to place under its supervision a range of development institutes and 7 socio-entrepreneurial corporations: Corporation for export development and promotion KAZNEX, the National Investment Fund, the Center of Engineering and Transfer of Technologies, and seven regional socio-entrepreneurial corporations. As for such financial institutes as Kazakhstan Development Bank, Investment Fund, “Damu” Fund, the State Insurance Corporation and “Kazyna Capital Management” Fund, the Minister proposed to manage them together with “Samruk Kazyna” Fund. The Ministry also declared that a draft 5-year plan of intense industrial-innovative development of Kazakhstan will be outlined by August 1, 2009.
During this week the President of Kazakhstan Nursultan Nazarbayev has signed the Law “On Ratification of the Amendment to the Agreement between the Republic of Kazakhstan and the United States of America Concerning the Destruction of Silo Launchers of Intercontinental Ballistic Missiles, Emergency Response, and Prevention of Proliferation of Nuclear Weapons”. He has also received Kazakhstan Prosecutor General Kairat Mami, who informed of the status of law and order in the country and priority directions of the supervisory body’s activity. Special attention was paid to the issues of ensuring transparency in use of the resources allocated for implementation of the government’s anti-recessionary programme for 2009-2011. After that the President has received Almaty Mayor Akhmetzhan Yessimov, who reported on the situation in the city. In particular, he told about the Shanyrak micro district, where several dozen homes were flooded. The city Akimat determined the territory, where the new plots of land will be allocated for the flood victims.
The Head of the State has also received Chairman of the National Bank of Kazakhstan Grigory Marchenko. G.Marchenko reported to the President on the macroeconomic situation in the country. He informed of the work being carried out by the National Bank on control over inflation processes and the exchange rate policy. For the last 12 months, inflation was down to 8.5 percent; the indicator is 2.5 times lower than the last year marks. Altogether, the trends continue to remain positive. The head of state underlined that decision on tenge devaluation was correct and timely. The President urged to pay close attention to the way of mobilization of the population's funds, to the new industrialization program funding and to restore trust in the banking sector.
The Head of the State signed the Decree “On measures on realization of the instructions of the Kazakhstan President set at the XII Congress of “Nur Otan” People's Democratic Party. The document is to ensure forced industrial-innovative development of the country and modernization the system of state management and personnel policy. A range of activities, outlined in the plan, aimed at upgrading the system of state management and the personnel policy and struggle against corruption.
During the week Kazakhstan Prime Minister Karim Massimov has chaired a regular session of the State Committee for Economic Modernization. A wide range of issues on the measures of forced industrial-innovative development of the country was discussed. The Committee members reviewed the 'Map' of promising investment projects under implementation in 7 priority directions of economic development. During the week the Prime Minister has also held a meeting with former Secretary General of the UN World Tourism Organization Francesco Frangialli. At the meeting the issues of development of cooperation between Kazakhstan and the UNWTO, preparation and holding the 18th session of General Assembly of the World Tourism Organization in Astana were discussed.
The Prime Minister also made a working visit to the North Kazakhstan oblast. The Premier’s visit accompanied by North Kazakhstan oblast Akim Serik Bilyalov started from a visit to Sultan – MMK JSC producing flour and spaghetti products. K.Massimov was informed of the features of the technological process, investment projects implemented in 2007-2008. Afterwards, the Premier surveyed PZTM LLP, where he surveyed the samples of the plant products for the oil and gas complex, chemical industry and railways and with production of other large industrial enterprises of Petropavlovsk represented at the exhibition. In Navruz-2030 LLP the Prime Minister was acquainted with features of crops, informed of the project of the complex modernization implemented with SEC Tobol. Afterwards, the Prime Minister visited Abizher LTD, at which an enlarged session on the issues of development of the agroindustrial complex was held with participation of agricultural manufacturers of Akmola, Kostanay and North Kazakhstan oblast.
The Prime Minister has chaired a session on the Extractive Industries Transparency Initiative (EITI). The Kazakh Parliament deputies, representatives of state bodies, national companies, enterprises-subsoil users and NGOs took part in the session. Members of the National Council on EITI in Kazakhstan informed the Prime Minister of the course of the Kazakhstan’s validation process within the framework of the Initiative introduction and necessary measures on its activation. In particular, the participants discussed the issues of gratuitousness or binding normative regulation of the extractive industries joining the EITI, social payments and contributions within the framework of contractual commitments of subsoil users and etc. The National Council members and NGO representatives emphasized that owing to the Government’s interest in the EITI promotion in Kazakhstan significant progress is seen.
