GOVERNMENT WEEKLY REVIEW: President addresses Parliament's 3rd session of 4th convocation and leads session of Science Council. Staff changes among state officials.

ASTANA. September 4. KAZINFORM /Anar Zhumabekova/ September 1st in Astana at the Parliament Houses session on announcement of the third session of the forth convocation President Nursultan Nazarbayev made a speech in which other than making an analysis of the current economic situation and giving instructions regarding the Parliament's work to ensure fast development in the post-crisis period, he once again reminded of the importance of Kazakhstan's forthcoming chairmanship of the Organization of Security and Cooperation in Europe. "Effective work of the Parliament during the 2nd session resulted in creation of the legal framework for rapid solution of socio-economic problems of the state, overcoming of the negative consequences of the global financial crisis", the Head of the State said. "Since that sitting we have allocated USD 219 billion for fighting the crisis. That is 14% of Kazakhstan's GDP. Today we can see the positive results of those measures", he said. N. Nazarbayev also urged the Government to complete elaboration of Kazakhstan's development program till 2020 before late 2009 September 2nd Nursultan Nazarbayev signed the Decree on approval of the rules of the republican draft budget planning. The Decree has been made as per the clause 3 of the article 64 of Kazakhstan's Budget Code as of December 4 2008. The approved rules determine the phases, deadlines and activities while generating the republican budget. The phases are preparation of budget data and socioeconomic development prognosis and approval of the Government; elaboration of strategic plans of central state bodies and consideration of budget requests by the Republican Budget Commission; elaboration of the draft law on republican budget. The budget planning will be based on the prognosis of social and economic development and budget parameters approved by the Government. This prognosis includes the calculations of state and republican budgets, the National Fund's and consolidated budgets, and estimates the expenses on republican budget programs and the draft plans of government bodies. Therefore the Decree will allow setting up the republican budget based on the Code standards. This week the Head of State had several meetings with public and business officials. Nursultan Nazarbayev received Kazakh Minister of Education and Science Zhanseit Tuimebayev who informed of the current work and prospects of the development of education and science of Kazakhstan. The Head of the State pointed out the urgency to enhance the quality of education. Mayor of Pavlodar region Bakhytzhan Sagintayev reported to the President on the investment projects being implemented in Pavlodar region as well as on progress of harvest and implementation of anti-recessionary measures under the Road Map Program. In particular, about 100 km of roads and 156 schools were reconstructed under the Program. The Head of the State required to complete all investment projects in Pavlodar region as per the schedule as well as to use all the funds allocated for implementation of the Road Map Program. Minister of Environmental Protection Nurgali Ashimov reported on the current work of the Ministry and the progress of development of the draft state program "Kazakhstan's Environment till 2020". The main part of this document will be devoted to the solution of problems on waste recycling. In this context it is proposed to establish Zhassyl Damu national center and change order of financing of the country's environmental programs. The issues of Kazakhstan's participation in the Kyoto Protocol were also discussed at the meeting. Kazakhstan is going to confirm its commitments under the Protocol for the period of 2020-2050 at a conference planned for December 2009 in Copenhagen. The President urged the Ministry to address the problem of dangerous chemical condensers stored at Daryal-U radar, Balkhash. President of KEGOK JSC Kanat Bozumbayev reported on the results of the company's work over seven months of 2009, plans of its further development and perspective investment projects in the sphere of electric energy, completion of the construction of a large infrastructural project - an interregional 500 kV High-Voltage Line North - South of Kazakhstan. The line was tested on August 21, 2009. Thus the company fulfilled the President's task on realization of a breakthrough project, which will double energy supply to the central and southern regions of the state. Akim of West Kazakhstan region Baktykozha Izmukhambetov reported on the socio-economic situation in the region and the process of realization of the Road Map. Over KZT 5 bln were allocated for the implementation of the program, over a half of the funds were already disbursed. This week President Nursultan Nazarbayev led the sitting of the Council on science and scientific policy. "Since beginning of the forced industrialization the issues of the science development have become the key ones", the Head of the State said at the session. The President urged the Government to elaborate an action plan on creation of a new system of the national science, including all the required legislative novelties. Also, Nursultan Nazarbayev supported the idea to set up research councils. "This will allow to curtail administration interference and let science develop", he said. "The main duty of the research councils will be to select scientific projects and decide on providing grants, which means funds will be disposed by scientists, not public servants. They will be the only body to consider grant requests from scientists without interference of public official", the President pointed out. Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Brussels, Head of Kazakhstan Mission to the EU and NATO Yerik Utembayev has met with Secretary General of the Council of the EU, High Representative for the Common Foreign and Security Policy (CFSP) Javier Solana on September 3. Issues of bilateral cooperation - Kazakhstan's chairmanship in the OSCE in 2010, global financial crisis, international security, nuclear and other issues were discussed at the meeting. The Secretary General and the Kazakh Ambassador exchanged opinions on priority directions of Kazakhstan's activity in the OSCE noting importance of a clear mechanism for coordinated work with the EU and its bodies. Javier Solana pointed out Kazakhstan's growing role in Central Asian region in solution of urgent international problems. He emphasized Kazakhstan's significance as the future OSCE chairman and noted that the EU being this Organization's main component welcomes the extension of the dialogue with Kazakhstan in all directions. Secretary General of the Council of the EU Javier Solana appraised Kazakhstan's contribution and the President to nuclear weapon non-proliferation policy, world and regional security and wished success to Kazakhstan in the upcoming chairmanship in the OSCE in 2010 The issues of promotion of small and medium businesses within the framework of Kazakhstan's Industrial and Innovative Development have been considered at the Government's session chaired by Deputy Prime Minister Serik Akhmetov Friday. Management of the companies Kazakhmys, ENRC, KazZink, ArselorMittal and other large industrial enterprises took part in the sitting. S. Akhmetov noted that in order to implement the President's task to foster the development of small and medium business it is necessary to coordinate efforts of the state bodies, companies and business community. "It is important to consider small enterprises not only as suppliers of goods and services, but as producers of inventory materials for basic production. As per the Law of the Republic of Kazakhstan the board of the National Bank decreed on September 4, 2009 to fix official refinancing rate at 7% per annum. The previous index was 7.5%. Lowering the official refinancing rate is connected with reduction of annual inflation up to 6.2% in August 2009 and overall reduction of market rates on the domestic inter-bank market. The same official refinancing rate at 7% was recorded only in period from July 7 2003 to February 1, 2005. September 4th President Nursultan Nazarbayev introduced newly appointed Minister of Foreign Affairs of Kazakhstan Kanat Saudabayev to the ministry's staff. By the Decree of the President Marat Tazhin appointed President's Aide - Secretary of the Security Council of Kazakhstan and relieved on duties of the Kazakh Foreign Minister. By the Decree of the Kazakh President Kalmukhanbet Kassymov and Aleksandr Savankov relieved of duties of Kazakh Deputy Ministers of Internal Affairs. By the Decree of the Kazakh President Amantay Aubakirov and Aleksandr Kulinich appointed Kazakh Deputy Ministers of the Internal Affairs. By the Decree of the Kazakhstan President, Kairbek Suleimenov was relieved of the post of President's aide, Secretary of the Security Council of Kazakhstan due to transfer to another position.
