Astana September 21 KAZINFORM /Rizvana Sadykova/ Early this week Kazakh Prime Minister Karim Massimov held negotiations with his Vietnamese counterpart Nguyen Tan Dung. Among documents signed are those on joint investments encouragement, mutual trips of citizens, temporary labor activity of the Kazakh citizens in Vietnam and the Vietnamese citizens in Kazakhstan, cooperation in the education sphere. KazMunaiGas National Company JSC and Petro Vietnam National Oil and Gas Group entered into cooperation agreements.
The Kazakh Ministry of Energy and Mineral Resources and the Vietnamese Ministry of Industry and Trade signed memorandums of cooperation in the energy and mineral resources sphere were signed.
At the session on interim results of the President's tasks realization Kazakh Minister of Industry and Trade Asset Issekeshev informed that "the Kazakh Government proposes to include three more top sectors to the State program of forced industrial-innovative development of the country for 2010-2014". The Kazakh Government analyzed the group of sectoral programs. As the result three more sectors were proposed to be the tope ones. These are engineering, tourism and space activity. According to the Minister, new approach to meet such requirements as competitiveness of the products for the long-term period were developed on all ten directions at the Coordination council with participation of business communities, deputies and representatives of "Nur Otan" Party. The Minister noted that 52 programs adopted in different periods are realized in economic and industrial spheres of the country.
Thursday the trip of President Nursultan Nazarbayev to Pavlodar region started from surveying the "Ekibastuz 1150" air-insulated substation of the "Northern intersystem electric networks" branch of КЕGОК JSC in Ekibastuz. "КЕGОК JSC carried out your commission on completion of the large infrastructure project ahead of the schedule. Construction of the second line 'North-South' was completed. Launch of the second transit will ensure energy needs for the anti-crisis programs implementation in the south region of the country", executive controller of the substation Amirzhan Bagirov said. The Head of the State launched the new line. Such facilities have not yet been constructed at the post-Soviet space. Now we do not depend on foreign suppliers - the South is ensured by energy. "We agreed with Vladimir Putin on help to Russia - we will supply 500 MW", Nursultan Nazarbayev said. The power bridge amounting to KZT 43.6 bln originates in Pavlodar oblast, where power stations with high capacity and base lines connecting Siberia, Kazakhstan and South Ural are concentrated. The line construction allowed to gain cooperation experience with the world banks.
President of Kazakhstan Nursultan also visited an educational and leisure center "Kainar" in Ekibastuz. The center was reconstructed within the state program "Road Map". KZT 155 million was budgeted in it. The center has a diploma of the national competition "Childhood friend" and Grand Prix of the republican competition for the best summer camp. The children's theater of the center is a laureate of the national festival "Young talents of Kazakhstan". The President attended the concert of young dancers and singers. At a meeting with the veterans of the coal industry and representatives of the national centers the President appreciated the progress of implementation of the Road Map in Ekibastuz.
Within the visit the Days of the Polish Culture was opened in Pavlodar. Governor of Pavlodar region Bakhytzhan Sagintayev met with Extraordinary and Plenipotentiary Ambassador of Poland Pavel Cheplak took part in the opening ceremony of the Days of Polish Culture. The Head of the region informed the Ambassador on the main directions of the socio-economic development of the region and the realization of the Road Map program. Prospects of the Kazakh-Polish cooperation in the field of economy, trade and culture were discussed. An exhibition dedicated to 70th anniversary from the beginning of the World War II will be opened in the Friendship House. The Pavlodar residents got acquainted with creativity of "Yedlinok" Academic Song and Dance Ensemble. The ensemble was invited to Kazakhstan by the Polish Embassy in Kazakhstan. They gave concerts in Ust-Kamenogorsk, Astana and Bishkek. There was opened the Week of the Polish Films in Pavlodar. The residents saw the best films of the Polish cinematographers.
A regular session of the Commission for Awarding State Prize in Science and Engineering chaired by Secretary of State Kanat Saudabayev took place in Akorda. Three works were submitted for consideration of the Commission as 'The Fundamental Research in Nuclear and Radiation Physics of the Kazakh National Nuclear Center and Creation of Nuclear and Radiation Technology on their Basis'; 'The Mineragenetics and Prospects of Development for Mineral Recourses of Kazakhstan'; 'Automorphisms and Subalgebra of Free Algebra'. The given works were elected by the Kazakh Minister of Education and Science out of 16 proposed for the prize. The awarding ceremony will be held on the eve of the Independence Day of Kazakhstan. According to the regulations, the State Prize is awarded by the Kazakh President and is the highest recognition of merits of the Kazakhstani scientists before the society and motherland.
This week Kazakh President Nursultan Nazarbayev signed the Code of the Republic of Kazakhstan "On Health of People and Healthcare System. The law is aimed at systematizing the legislation in the field of healthcare, its harmonization with the international standards, improvement of the national medicine, and quality of medical aid and level of medical service, supply with qualitative medicaments, medical products and medical equipment.
President of Kazakhstan also received Minister of Culture and Information Mukhtar Kul-Mukhammed. The Minister informed the President of the development of cultural-information sphere, modernization of "Kazakhfilm" National Company and implementation of "Cultural Heritage" state program.
On September 19 Kazakh Minister of Transport and Communications Abelgazy Kussainov has received the Lithuanian delegation headed by Lithuanian Minister of Economy Dainius Kreivys. They discussed the cooperation expansion of the two states in the transport sphere; Abelgazy Kussainov noted that at present cooperation of the two states have common interests in all kinds of transport. In particular, there are a number of agreements in the sphere of railways, water transport, civil aviation and highroad services. Expressing gratitude for the meeting organization, Dainius Kreivys, in his turn, defined the main aspects, which demand consideration. In particular, it is formation of competitive conditions for cargo carriage from Kazakhstan to Lithuania and transit through Lithuania to the Klaipeda Seaport. It was proposed to organize a trilateral meeting with participation of Kazakhstan, Russia and Lithuania for this issue solution. The head of the Lithuanian delegation proposed to develop the Viking project within the framework of the international transport corridor - TRACECA. This issue was suggested to be discussed at the forthcoming session of the working group on transport, which will be held in Lithuania in November, 2009. According to Lithuanian Vice Minister of Transport and Communications Arunas Staras, representatives of the Logistics Association of Lithuania propose to consider an opportunity of land parceling for logistic centers in Kazakhstan, and offer the Kazakh entrepreneurs to take part in creation of multimodal terminals in Lithuania. The head of the Lithuanian delegation reminded that the Euro-Asian Transport development Forum will be held in Vilnius, the Kazakh Ministry of Transport and Communications was invited to take part in it.
The 5th regular session of the Intergovernmental Kazakh-Slovakian Committee on economic and research-technical cooperation held in Bratislava last week. Executive Secretary of the Kazakh Healthcare Ministry B. Sadykov headed the Kazakh delegation whereas the Slovakian delegation was headed by Secretary of State of the Slovakian Ministry of Economy P. Krishtov. In the course of the meeting the sides considered a number of issues concerning bilateral relations including in energy, healthcare, science and culture. In particular, the issues of implementation of the decisions of previous sessions as well as current state of economy in both countries and prospects for development of ties between the business circles of both states were also considered during the session. Following the results of the session Kazakh Ministry of Economy and Budget Planning and Slovakian National Agency on Development of Small and Medium Business signed Protocol of the session and Memorandum on mutual understanding and cooperation.
This week business delegation of the Czech Republic headed by President of the Czech Chamber of Commerce Mr. Nestaval arrived in Atyrau region. The businessmen met with first deputy akim of the region B. Daukenov. This is the third visit of the Czech businessmen to Atyrau region. "It proves our mutual interest. We should develop and deepen our relations", Mr. Daukenov said. The volume of 2008 foreign trade turnover between the Czech Republic and Atyrau oblast made up to USD 6,745 million that is by 51.6% more than in 2007. Over seven months of 2009 it has amounted to 1,476 million.
The Czech delegation consists of the representatives of companies and firms working in the spheres of energy, healthcare, communal services, environmental protection and food industry.
On Sunday Muslims all over the world including Kazakh people celebrate the sacred holiday Oraza-Ait. Chairman of the Spiritual Administration of Muslims of Kazakhstan, Supreme Mufti sheikh Absattar Khazhy President of Kazakhstan Nursultan Nazarbayev congratulated all Muslims of Kazakhstan on Oraza-Ait holiday. "I congratulate all Muslims of our country on the sacred holiday - Oraza-Ait. I wish the prayers of the people to reach Allah. I wish our country to preserve friendship relations among people to bring prosperity to Kazakhstan", - the Head of the State said after his visit to Nur-Astana Mosque. The President also noted that Muslims must fast and execute other obligations not for the sake of fashion. Every person should be in a state of grace in his heart, the Head of the State believes.
