ASTANA. October 16. KAZINFORM /Rizvana Sadykova/ One of the most important events in the to-do list of Kazakhstan President Nursultan Nazarbayev this week was the working trip to Almaty. In the course of the visit to the main university of the country the Head of the State surveyed the exhibition dedicated to the 75th anniversary of the Al-Farabi Kazakh National University, opening of a new museum and the new facilities of the Chemistry Department. Kazakh President congratulated the University staff on the anniversary and gave a lecture to the faculty and students. "There is no future in Kazakhstan without good quality education and science. Therefore we spend money on education despite there is shortage of funds in all sectors of economy"- the President announced. At present there are 20,000 people studying at the Kazakh National University, including 1,000 students from the CIS and non-CIS countries. "In 2004 on my initiative we adopted the program on further construction of the university complex. I have just been present at the opening of the new Chemistry Department facilities. Soon three other departments will have new facilities", the President said. "The research activity of Kazakhstan will have a new financial support system", Kazakh President Nursultan Nazarbayev said lecturing before the audience of the Al-Farabi Kazakh National University. According to the President, there will be three components: main financing, program targeted financing and grant financing. «Program-targeted financing is a special state program designed for human sciences. Grants will be one of the main payments", the President said. Addressing the youth, the Head of the State said that the country needs more talented scientists, working in the most advanced fields of science. The President appealed students to pursue research carrier. This week Beijing hosted the enlarged meeting of the Council of the SCO Prime Ministers. Making a welcome speech Kazakh Prime Minister Karim Massimov said that the meeting of the heads of the governments would become one more step toward development of the Shanghai process. He also congratulated the people of China on the 60th anniversary of PRC and wished them further success and well-being. "Today the SCO factor is an important element of stability on the Eurasian space, reality of the modern regional and global policy. Thus the growing attraction of the SCO is quite obvious. More and more countries wish to join the projects of the organization in the spheres of security and economy. The result is the accession of Belarus and Sri Lanka as dialogue partners. The organization's links with other international and regional structures strengthen as well", K. Massimov noted. Kazakh Prime Minister met with Premier of the State Council of China Wen Jiabao in Beijing; the Parties exchanged opinions on bilateral relations, particularly in oil and gas sphere. Discussing the decisions and agreements signed in Beijing on the increase of capacity of the Kazakh-Chinese oil pipeline from 10 to 20 million tons a year as well as construction of the 2nd stage of Beineu-Bozoi gas pipeline Mr. Wen Jiabao noted that Kazakhstan and China made great steps in their cooperation. During his visit Kazakh Prime Minister also held meetings with heads of delegations of Russia, Kyrgyzstan and Iran after the session of the SCO Prime Ministers. Issues of establishment of the Customs Union between Kazakhstan, Russia and Belarus were discussed at the meeting with Russian Prime Minister Vladimir Putin. "All issues will be solved in time, by the meeting of Heads of the EurAsEC member States at the end of November. I hope the documents will be ready for signing. And the Customs Union will come into force on January 1, as we agreed", K.Massimov said. Issues of bilateral trade-economic cooperation were discussed at the meeting with First Vice President of the Islamic Republic of Iran Mohammad Reza Rahimi. In particular, extension of cooperation in the field of finances, energy and grain and investment cooperation were negotiated. The Kazakh Prime Minister paid special attention to the implementation of the project on construction of "Uzen - Bereket - Etrek - Gorgan" railway from Kazakhstan to Iran through Turkmenistan. K.Massimov informed that Kazakhstan has already set about the carrying out of the project and funds are allocated for these purposes. The Kazakh Prime Minister appealed the leadership of Iran to activate the work on the project at the territory of Iran. Upon arrival in Shymkent from China K. Massimov gave an interview on the results of his visit to the People's Republic of China. These some extracts: "First of all we havr signed an agreement on construction of Beineu-Bozoi gas pipeline from the west to south of Kazakhstan. Due to this decision the south of Kazakhstan will be fully secured with gas, which means energy independence. The Government of China renders financial support so that we can build the facility in short time. I think this decision will in many ways influence the development of energy policy in the central region. Secondly, we reached a principal agreement on purchase by KazMunaiGaz JSC of MangystauMunaiGaz Company's controlling stake. The third decision in oil and gas sphere is a contract on expansion of the Kazakh-Chinese oil pipeline capacity from 10 to 20 million tons a year. This fact means that we are on the way to diversification of export of oil products from the territory of Kazakhstan. Besides, there was signed an agreement on financing by China together with KazMunaiGaz of a bitumen plant construction in western Kazakhstan. This is one more step toward diversification. All procedures on allocation of additional USD 5 billion for the country's diversification were completed. The first USD 5 billion will hit the account of Samruk-Kazyna next week. These funds will be used for development of the industrial program". During his stay in Shymkent Mr. Massimov met with President of the United Arab Emirates Sheikh Halif Ben Zaid Al Nakhayan. According to Ambassador of Kazakhstan to the Arab Emirates Askar Mussinov the Head of the UAE will be in Kazakhstan about two weeks. During the meeting the Head of the Government and President of the UAE noted that the economy of both countries is developing dynamically and both states successfully resist the influence of the global financial crisis. The parties considered the progress of implementation of joint projects including construction of 'Abu Dhabi Plaza' multifunctional complex and 'Al Hilyal' Islamic Bank. Its opening is expected this year. "In addition the parties outlined the prospects of cooperation. The Kazakh Prime Minister extended the greetings of President Nursultan Nazarbayev to the President of the United Arab Emirates", - A. Mussinov said. This week was full of events for Kazakh Foreign office. Kazakh State Secretary - Foreign Minister Kanat Saudabayev received Special Representative of the UN Secretary General, Head of the UN Regional Center for Preventive Diplomacy for Central Asia Miroslav Jenca visiting our country. Wide range of cooperation issues including the current work of the Center, energy and water resources management in Central Asia, issues connected with illegal migration, drugs trafficking and cross-border criminality, countering extremism and terrorism, situation in the region, including the Afghan problems were addressed at the meeting. The sides discussed prospective directions for interaction between the OSCE and the UN within the coming Kazakhstan's OSCE chairmanship. Kazakh Deputy Foreign Minister Konstantin Zhigalov held talks with Russian Deputy Foreign Minister Alexander Grushko. The OSCE issues became the main theme of the regular round of the Kazakh-Russian consultations between the foreign Offices of two countries. Topical issues of current and standing agenda of the Organization, process of preparation to the ministerial conference in Athens, and issues of coming Kazakhstan's OSCE chairmanship were discussed at the meeting. The diplomats expressed readiness to further iteration aimed at provision of effective activity of the Organization. Friday the Presidents of five CSTO member countries arrived at Matybulak polygon of ground troops of the Kazakh Armed Forces in Zhambyl oblast, to watch the Interaction-2009 exercises. These are the presidents of Kazakhstan, Armenia, Kyrgyzstan, Russia and Tajikistan. As is known, for the first time in the history of the Kazakhstan Armed Forces Matybulak polygon holds active phase of strategic Interaction-2009 command-staff exercises with the participation of the CSTO Collective Forces. Prior to this event Ministers of Defense of Kazakhstan and Belarus Adilbek Dzhaksybekov and Leonid Maltsev met for discussion of Issues of military cooperation were on agenda of the meeting. "Belarus is a friendly country, tomorrow it can also participate in the CSTO exercises as an observer state. The negotiations were successful since our countries have been enjoying close ties for many years. We have discussed the issues of mutual exchange of experience because as is known Belarus possesses of large ventures of military-industrial complex. It can help us in modernization of our military equipment", A.Dzhaksybekov said. In turn, L. Maltsev noted huge work carried out by Kazakhstan in development of military and military-technical cooperation. Issues of cooperation in training military personnel were also discussed. At present 190 military servants are passing traineeships at the Belarusian military educational institutions. This year Kazakhstan has already sent more than 90 military officers to Belarus for study. Along with this event the Council of Regional Anti-Terrorist Structure (RATS) of the Shanghai Cooperation Organization (SCO) has held its regular 15th session in the Uzbek capital today. Heads of special services of Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan and Uzbekistan took part in it. The session participants discussed the issues of cooperation modernization in the sphere of combating terrorism, separatism and extremism. The Norak-Anti-Terror 2009 joint anti-terrorist command and staff exercise were highly appraised. Complex measures of the SCO member-states on assisting the PRC and Kazakhstan in ensuring surety of EXPO-2010 in Shanghai, 2010 Guangzhou Asian Games and Asian Games 2011 in Kazakhstan were approved. The representative of Kazakhstan - First Deputy Chairman of the National Security Committee Adil Shayakhmetov - was elected as Chairman of the SCO RATS Council.
