Belarus boosts cooperation with Kazakhstan. Slovenia bridge to Balkans. President Nazarbayev answers questions from public on camera ASTANA 13 November KAZINFORM /Rizvana Sadykova/ Kazakhstan Government held a regular session on Monday. The Cabinet members debated the main directions of the development of the country's financial sector and prospects of telecommunications development. Chairman of the National Bank Grigory Marchenko, Minister of Finances Bolat Zhamishev, Chair of the Financial Supervision Agency Yelena Bakhmutova and Chairman of the AIC Kuanyshbek Essekeyev made reports. Premier Karim Massimov has urged to develop the issue of the state-private partnership development "We considered the issue of development of the state-private partnership. Unfortunately, we cannot see major progress in this field". According to the Head of the Government further development of the state-private partnership must be entrenched on legislative basis. According to him this will be a good supplement to potential financing of the industrial projects in Kazakhstan. Premier Massimov urged the Ministry of Defense to bring into line the radio-frequency band for introduction of standards for 3G cellular communication. "The frequency resource is also some kind of property of our state. It can be compared with mineral resources. In some cases we began to lose, especially in cross-boarder regions. We relinquish those who move faster", - K. Massimov underlined. Chairman of the Kazakh Agency for Informational Support and Communication Kuanyshbek Yessekeyev added that the Ministry of Defense possesses 95 percent of radiofrequency. Prime Minister charged Samruk-Kazyna National Welfare Fund to advance forward a proposal to the Government on decrease of wholesale rates of dominating operators for lateral Internet service providers till December, 1. Premier Massimov charged the Kazakh Agency for Informational Support and Communication jointly with the Kazakh Ministry of Finance and other governmental authorities to consider and make proposals on implementation of 'one window' procedure and electronic services for the export-import operations and switch to e-declaration. In addition, K. Massimov charged the Agency and Ministry of Culture and Information to development the issue concerning digital television. The Government approved the Development Concept for Financial Sector and carried the document over for consideration of the Head of the State. The Concept was presented today at the Governmental session by Head of the National Bank Grigory Marchenko. In his turn Prime Minister noted that: "The Concept is developed and considered well enough. The issues which come up are natural as far as this is an issue for everyone. Last two years and especially this year we have overcome the problems existed in financial sector".According to the Head of the Government all efforts were taken not to make great mistakes. Current results tell that the actions were right. On Monday Kazakh Prime Minister met Belorussian counterpart in Astana, who arrived in Kazakhstan with an official visit. Belarus proposed Kazakhstan 37 projects aimed at the development of non-oil-and-gas sector of economy; it was known following the results of negotiations between Belorussian and Kazakh Prime Ministers, Sergey Sidorsky and Karim Massimov. "Today we have discussed 37 projects. All they are supported by the Kazakh Government", - S. Sidorsky said at briefing.In particular, it is concerning the increase of production of grain, beet, and potato in Kazakhstan at the expense of the Belarusian technology. "We evade simple agreements in favor of the complicated work - transfer of equipment, technology and scientific achievements here", - the Belorussian Premier said. "We considered the issues of milk production, development of dairy cash farms in Kazakhstan and we see a great perspective for creation here a wide spectrum of technical equipment which could provide speed-up production of milk in Kazakhstan", - S. Sidorsky said. Here he underlined that it is related to the construction of dairy cash farms, their complete supply with necessary equipment. "We propose a number of projects on creation of scientific-technical production in medicine as well as production of household appliance". He also informed that Belarus will provide training for Kazakhstani specialists in his country. "Today we have divided all the projects on 3 parts. The first part covers those projects approved by both sides, which financing is determined and we will move further. For example, production of lifts in Pavlodar, development of production on 'BelAZ' and agricultural machinery", - K. Massimov said. According to him a number of projects which are of interest of both sides enter the second category. "But they are needed some time for their development and launch". "The third category includes the projects requiring an additional development, he added. According to Prime Minister of Belarus Sergey Sidorsky at the end of November President of Kazakhstan will pay an official visit to Belarus. On Tuesday President of Kazakhstan received Chairman of the OSCE Parliamentary Assembly Joao Soares in the Akorda Palace. At a briefing J. Soares noted Kazakhstan's efforts taken in the spheres of security, ecology, economic development and human rights. "I would like to emphasize Kazakhstan's progress in religious tolerance ensuring. We hope you will also succeed in political tolerance", the high guest said. He also expressed confidence that Kazakhstan would demonstrate activeness while the OSCE chairmanship and also expressed support to the idea of holding the OSCE summit in Astana, 2010. Another high ranking foreign delegation arrived from Slovenia. On November 11Head of the State Nursultan Nazarbayev met his Slovenian counterpart Danilo Turk in Astana."Despite the global crisis our countries continue to develop. It forms a background for implementation of new joint projects", President Nazarbayev said. He expressed hope that the current visit of the Slovenian President to Kazakhstan would give a new impulse to development of bilateral relations. According to the Kazakh leader, the volume of bilateral trade turnover is much lower than it can be. 18 enterprises with the Slovenian capital are registered in Kazakhstan for today. They are engaged in trade, services, processing industry and etc. Slovenia is interested in Kazakhstan's role in formation of the European energy policy. "We are interested to hear your vision of cooperation with the EU. Slovenia is the EU member, participates in formulating its foreign policy, security", Slovenia's President Danilo Turk said.According to him, Slovenia is interested in participation in formation of energy policy, security. "I want to be aware of what significant and strategic role Kazakhstan plays in this direction", D.Turk said. Within the framework of the visit Kazakh-Slovenian Business Forum was held in capital city Astana. "Kazakhstan represents a very interesting market for business expansion.", State Secretary at the Slovene Ministry of Economy Darja Radic said the forum opening. She also informed that a number of documents including agreements on economic cooperation would be signed during the Slovenia President's visit. During afternoon the forum is expected to be attended by the President of Slovenia Danilo Turk and Prime Minister Karim Massimov. The volume of commodity circulation between Kazakhstan and Slovenia amounted to USD 80.8 million in 2008. Danilo Turk emphasized that our countries have to do much in such spheres as pharmacy, information technologies, telecommunications, construction, food processing. "We fully understand Kazakhstan's plans aimed at economy diversification", he noted. In his turn the Kazakh leadar announced that Kazakhstan is interested in the transport potential of Slovenia, and in political support on cooperation with the EU. "We are interested in the Port of Koper and transport opportunities of Slovenia, and the issues of tourism development between our countries", the Kazakh President said. Slovenia endorses the idea of holding the 2010 OSCE Summit in Astana. On November 12 the Government of Kazakhstan has succeeded in solution of all challenges set due to the support of the Parliament deputies. Prime Minister Karim Massimov has said it at a plenary session of the Senate upon completion of discussion of the draft three-year national budget. "We could prevent social instability. All economic and social tasks set for 2009 have been fulfilled timely. Economic results of the first 10 months of 2009 demonstrate our potential and shows that we can overcome the recession and reach economic growth", the PM noted. At the beginning of the week Prime Minister has held a meeting with delegation of the Federal Republic of Germany headed by Chairman of the Eastern Committee of the German Economy, Doctor Klaus Mangold. Current state and prospects for development of the trade-economic cooperation between Kazakhstan and Germany were discussed at the meeting. Opinion exchange on the issues of the Customs union established between Kazakhstan, Russia and Belarus, Kazakhstan's WTO assessment and the coming Kazakhstan's OSCE chairmanship was held as well. Prime Minister congratulated the members of the delegation on the 20 anniversary of the fall of the Berlin wall and the beginning of the process of Germany reunification, celebrated on these days. The Kazakh Prime Minister informed the participants of the meeting on the Program of forced industrial-innovative development prepared in Kazakhstan and on the industrial map developed within the Program This week Kazakh President Nursultan Nazarbayev has received CEO and Chairman of "Chevron" company David O'Reilly and Vice Chairman of the board of directors of the company John S. Watson. Realization of new projects of "Chevron" company on Tengiz oil fields development, increase of the Kazakh content in the projects implemented by the company in Kazakhstan were discussed at the meeting. Prospects for investment cooperation were discussed at the meeting as well. On November 12.Kazakh Head of the State has met with OSCE Secretary General Marc Perrin de Brichambaut. A wide range of issues on preparation of Kazakhstan to the OSCE chairmanship was discussed at the meeting. The OSCE Secretary General said that the coming chairmanship of our republic opens to the OSCE new opportunities, and Kazakhstan's experience will make great contribution to the development of the Organization. He also complemented the initiative of Kazakh President on holding OSCE Summit in Astana in 2010. Making a speech at the ceremony of awarding laureates of "Altyn Sapa" Presidential Prize Head of the State has appealed business community to join the program of Kazakhstan's industrial innovative development. "We set a global task on forced industrialization of the state. By 2010 it is planned to increase production output by KZT 7 billion or 50%", N. Nazarbayev said. He noted that the increase in production output should involve competitive products that are in demand both in the domestic and world markets. According to the President, there are 7 priorities of innovative industrialization. The investment portfolio on these directions includes more than 300 projects to the amount of USD 90 billion. "We have much to do. I call on our business community to join the implementation of this program. Our business should become a locomotive of the country's development", President Nazarbayev said. He stressed the necessity to get into the process of formation of a new industrial policy. The President charged the Government to explicate the program to the business community.
