Emergency Minister released
Astana. November 2. Kazakhstan Today - Victor Hrapunov, the Minister of Emergency of the Republic of Kazakhstan, has been dismissed from the post by the decree of the President, the agency reports referring to the president's press service.
As it was informed earlier, at the government meeting concerning building up of Almaty and Almaty oblast the Prime Minister of Kazakhstan Karim Masimov proposed to send in resignation the Minister of Emergency Victor Hrapunov and the chairman of the Agency for regulation of land resources Bakhyt Ospanov in connection with illegal allocation of the land plots in water-protected territories of Almaty.
"As there are infringements, there are also concrete people who made those decisions. And if such decisions were accepted, these people should bear responsibility," K. Masimov emphasized.
V. Hrapunov was born in 1948 in the Western Kazakhstan oblast. He graduated from the Almaty Energy Institute and the Almaty Party School. He worked at the power enterprises of Almaty. In the beginning of 1990 he occupied the posts of the first assistant to the chairman of the administration of Almaty, the chairman of the Executive Committee of the City Executive committee. In 1995 - 1997 he was the Minister of Energy and Coal Industry of Kazakhstan. In March - June 1997 he headed the Ministry of Energy and Mineral Resources. Since June 1997 he was Almaty akim. In December 2004 he was appointed akim of the Eastern Kazakhstan oblast. In the beginning of 2007 he was appointed to the post of the Minister of Emergency.
